Croatia's central government health authority (Ministarstvo zdravstva). It runs the statutory procedure for establishing a healthcare institution: the applicant must request from the Ministry a decision (rješenje) confirming that the founding act complies with the law before the institution may begin work.

Authorisation of healthcare institutions to be established and commence operation (issuing the founding rješenje). Individual physician licensing is handled by the professional chamber, not the Ministry.
