National professional chamber of physicians (Türk Tabipleri Birliği, TTB). Registration with TTB is mandatory for practising doctors in Turkey. The association also handles ethics oversight and publishes position statements on medical practice.

TÜRK TABİPLERİ BİRLİĞİ DİSİPLİN YÖNETMELİĞİ
“Yönetim kurulu bildirim veya yakınmayı değersiz görürse, soruşturma açılmasına yer olmadığına dair kararını şikayet eden tarafa bildirir.”
This is the TTB Disciplinary Regulation (a regulation text, not a complaint form); it says the chamber board examines a notification or complaint, which goes to the physician's regional Tabip Odası.
